Finland has been an ILO Member State since 1920 and is a key partner of the ILO in promoting the Decent Work Agenda. It has ratified 102 Conventions and four Protocols, including all ten Fundamental, all four Governance Conventions and 88 technical Conventions.

Country-level report: Apprenticeships for adults and older workers in Finland
This report was compiled under the ILO’s research project – Apprenticeship Development for Universal Lifelong Learning and Training (ADULT) – funded by the Government of Flanders. The project aims to explore how apprenticeship systems are being modernised and transformed to promote and enable lifelong learning and decent work for youth, adults, and older workers (both employed and unemployed). The country-level report “Apprenticeships for adults and older workers in Finland” has been produced by the ILO as part of the ADULT project. It provides an overview of the VET system and alignment with the general education system in Finland and highlights elements relating to the development of adult apprenticeships. The report also highlights the policies, guidelines and strategy undertaken by the country for promotion of adult apprenticeships so as to make them attractive for adults, employers and TVET institutes alike.

National Occupational Safety and Health Profile of Finland
The national profile aims to provide information about the occupational safety and health (OSH) legislation, policy review mechanisms, infrastructures, collaborative structures, activities of various partners in occupational safety and health, human resources, actors, statistics and indicators of OSH, general demographic data, problems and challenges, as well as the needs for future development in the specific country. Labour Administration in Finland
This analysis of the Finnish labour administration mainly applies qualitative researchmethods. The basic data, further information and deeper analysis are mainly based on the published material of the labour administration and administrative scientific research. Plenty of published material is available because of the Finnish tradition of preparatory committees, working groups and planning groups that normally publish their reports. Additionally, the evolution of the Finnish labour administration has been analysed in historical research studies. Doctor Jorma Kalela did the most important study of this sort. Some recent evaluation studies undertaken within the framework of more general evaluation programmes have also included analyses of the Finnish labour administration. The most interesting of these evaluation studies was done by Professor Frieder Naschold in 1995. This evaluation research investigated public sector modernisation in Finland in comparison with certain other European countries. The Finnish labour administration was the topic of one of the case studies. The experts of the Finnish Ministry of Labour have also submitted plenty of useful supplementary information that has been incorporated in this study.
